Contracted by AusAID, Martine Van de Velde took part in the review of the UN Multi-Donor program: “Strengthening the Foundations for lasting Peace & Development in Southern Philippines”. Responsibilities included: 1. The assessment of the M&E system, baseline survey and program design document; 2. The assessment of program performance towards Peace and Development outcomes; and 3. provide recommendations to enhance program impact. The review mission resulted in the development of a common Monitoring and Evaluation Framework and System for the Mindanao Working Group (Government of the Philippines, UN Agencies, World Bank and donor countries) to measure the performance of aid programs against conflict transformation and peace-building goals in the southern Philippines.
Martine Van de Velde has been providing support to the design process of AusAID’s Middle East Cooperation Agreement (AMENCA2). Independent appraisal of the project design documents developed by the Australian NGOs and their Palestinian partner NGOs. Development of a program-level M&E Framework to assess the collective contribution of the individual NGO projects toward the overall AMENCA program goal of poverty alleviation and capacity building. The M&E Framework incorporated the ‘Do No Harm’ approach, the development of conflict-sensitive and gender-sensitive performance indicators.
Evaluation Bougainville Planning and Community Support (BPCS)Project
Following the signing of the 2001 peace agreement, which brought an end to a nine-year violent conflict in the province of Bougainville, Papua New Guinea, development, capacity-building and reconciliation programs have been implemented by development agencies.
In June 2009, Martine Van de Velde took part in the evaluation of the UNDP BPCS Project which promotes good governance, human rights, peace consolidation and poverty alleviation.
The evaluation team assessed: 1. The effectiveness, efficiency, relevance and sustainability of the program activities. 2. UNDP’s future capacity development and peace building efforts in Bougainville, recommending possible areas of intervention and support.
The evaluation considered the relation between indigenous reconciliation processes and the support given to women and youth in peace-building and community development efforts.
